There are two sets of roads in Moor Park. One group is owned and controlled by Hertfordshire County Council, with enforcement of parking restrictions contracted to Three Rivers District Council. The other group (the majority of roads on the estate) is owned and administered by Moor Park (1958) Limited who can impose their own parking policy.
The HCC roads include North Approach and South Approach , Main Avenue and Astons Road. Parking restrictions are outlined in Traffic Regulation Orders (TROs) placed on these roads. However, there has been no enforcement of parking restrictions by TRDC wardens for two years because of uncertainties over the legal position of the Traffic Regulation Orders. HCC are currently engaged in a consultation exercise with Moor Park residents and with traders. HCC propose no changes to the wording of the TROs but are seeking views on this suggestion. However, in the meantime, these parking restrictions still apply. The restrictions prevent parking on sections of North and South Approach and Main Avenue during specific time periods. The objectives of the parking restrictions which are designed to meet the needs of local residents and local businesses are:
- the prevention of daytime, overnight and weekend parking on North Approach and South Approach
- to provide adequate day time parking for customers visiting the shops and businesses on lower Main Avenue
- the provision of occasional parking for visitors to local residents, allowing visitors to park during mid-mornings and mid-afternoons.
Parking restrictions will continue on Upper Main Avenue, Astons Road and a short stretch of Pembroke Road (all of which are public roads maintained by Hertfordshire Highways).
The parking restrictions on North Approach and South Approach are as follows:
- parking intended for people visiting houses, shops and businesses during the working day on Mondays to Saturdays is limited to two 60 metre stretches of North and South Approach
- from 8.30 to 12.30 only, parking is permitted on a 60 metre stretch of North Approach and from 12.30 to 17.30 only on an equivalent 60 metre stretch of South Approach
- parking is not permitted on other stretches of these roads except for occasional visitors to adjacent residents’ houses
- parking on the side of these roads nearest to the houses is disallowed – this is because North Approach and South Approach are both narrow roads
- there are single and double yellow lines on these roads to reinforce the parking restrictions.
These restrictions should eliminate persistent daytime, overnight and weekend parking on these two roads. The Moor Park station car park is generally empty at weekends and provides a safer and more sensible alternative for people wishing to park.
The second group of roads are owned by Moor Park (1958) Limited.
Parking for occasional visitors to properties is allowed for short periods, as indicated on prominent signs erected on these roads. For longer periods, parking is not allowed. The signs on these roads provide information on the parking restrictions which are enforced by a contracted parking agent, Premier Parking Ltd, who are authorised to warn and issue parking fines to persistent parking offenders. In autumn 2018, the Board of Moor Park (1958) Ltd intends to erect new signs. The company’s security guards will enforce the restricted parking on these and other estate roads by posting warning notices. Persistent offenders will be given parking notices with fines issued by the legally recognised parking company, Premier Parking Ltd.
